Formosa Plastics

Louisiana has the greatest concentration of crude oil refineries, natural gas processing plants, and petrochemical production facilities in the Western Hemisphere. However, not all of Louisiana is heavily industrialized. Many areas of the state offer rural industrial sites which are ideal for labor intensive manufacturing such as plastic processing or finishing. In 1989, Formosa Plastics, a world leader in the plastics industry, purchased over 1,000 acres of land in Pointe Coupee Parish. Formosa Plastics has invested in two large manufacturing facilities on site, that further processes their own polyvinyl chloride (PVC) resin, produced in nearby Baton Rouge, into PVC flexible film and PVC pipe. These two plants together represent a $118 million investment in the industrial park and employs over 500 workers.

Approximately 300 acres of the industrial complex are reserved for current customers and other compounders, processors, or finished product manufacturers that would utilize Formosa’s raw material as feed stocks.

Some of the products which are manufactured from PVC flexible film include book covers, shower curtains, medical pads, stationery, raincoats, wallpaper, swimming pool liners, table cloths, adhesive tapes, and handbags. One site has already been sold to a manufacturer which plans to purchase PVC flexible film from Formosa Plastics (Nan Ya Plastics America) and produces inflatable air mattresses. This report, prepared by PC Electric Membership Corporation, is about the opportunities rural Louisiana offers to companies in the plastics processing industry.
